In den Focus der globalen Weltpolitik gelang die «Weltgesundheit» auf Drängen der USA, es wurde registiert,  dass Gesundheit nicht länger  nur als nationale Angelegenheit gesehen werde könne. Die globalen Pandemien (wie  HIV/Aids, Malaria oder Tuberkulosen) wirken auch auf die (Wirtschaft der) USA. So wird im Bericht "Americas Vital Interest in Global Halth (1997) (link) (des Institute of Medicine IOM in Zusammenarbeit mit US-Behörden, auch "Intelligent Services") von Global health gesprochen. Um dieser «Bedrohung» zu begegnen, entstanden neue Organisationen und globale Fonds, die Krankheiten wie etwa bekämpfen sollten. Doch statt in die Prävention, die Bildung und in die Stärkung der lokalen Gesundheitssysteme zu investieren, betreibt die Weltgesundheitspolitik seither vor allem Symptombekämpfung (Verteilung von Arzneimitteln).
